Apple says "it will remove Carrier IQ in the future" After the first unrelated 2011 location tracking discovery, they reduced the tracking from 1 year to 7 days Even today when Location Services is disabled it still remains active and only 3rd parties are blocked; but not Apple and or its partners. Thanks to the jailbreaking community these invations of privacy are being discovered. There is a good reason why Apple and others attempt to block access to their mobile device code. More discoveries are yet to come to light.

It was assumed that Carrier IQ was something that carriers added to smartphones — but now it’s clear that Apple bakes Carrier IQ into its closed-source iOS for use by carriers.
In Canada "Rogers, Telus, Bell, Virgin, Fido and Videotron confirm that Carrier IQ is not present on their devices" This is disingenuous as it is the device manufactures (at least for Apple iDevices) who installs Carrier IQ not the carriers. Restoring your iDevice to IOS5 through iTunes still contains the Carrier IQ software whether the carriers are aware of it or not. This is confirmed here
